The expert knowledge of czech political parties and issue of mandatory spendings from 2006 to present

The thesis Expert Knowledge of the Political Parties Aimed at Mandatory Spendings from 2006 to present is focused on mechanisms of generating expertisis, which are disposed by particular political parties dealing with amount of the manadatory spendings. Thesis captures election terms characterized by Czech membership in The European Union connected with the obligation of the following Maastricht criteria, then the results of the worldwide economical crisis, that took shape also in czech economics. The teoretical part characterizes the budgeting policy with the accent on progression and structure of the mandatory spendings in particular election terms, deals with the organizational theory of political parties and with the policy advisory systems, that forms capacities in the decision-making process of the state budget. The objective of the empirical part is to find out how policy advisory systems effect the decision making process of budgeting by political parties (ODS, ČSSD, TOP 09 and ANO 2011). The research is realised by interviews with the Members of Parliament (members of the particular political parties). An analysis of a savings products with state support impact on state budget

This diploma thesis deals saving products with state support and analyses their impact on the state budget. In the theoretical part presents housing policy and social policy of the Czech Republic. Provides saving products with state support. This includes building society account, earlier pension insurance and current complementary pension saving only. These forms of savings are analysed in practical part of this thesis. It introduces the development of the state contribution and introduces the changes, that affect the behaviour of savers. Presents a list of advantages and disadvantages of these products. In closing studies the direct and indirect impact on the state budget.
Comparation of development of public budgets at particular political cycles in Czech Republic since 1993 to 2015

The paper provides a comprehensive overview of public budgets in the Czech Republic, focusing on government budgets. The thesis compares the development of fiscal policies in distinct political cycles in the modern era of the Czech Republic. This allows for the analysis of the influence of the fiscal policies on the development of distinct macroeconomic indicators which then makes possible the evaluation of the success of different approaches to budget making. The preparation of public budgets is a periodical activity which happens at all levels of public governance. Therefore, the paper thoroughly analyzes preceding budgets and attempts to reveal the errors make by our governments. A deductive method is used with these analyses and their comparisons to make the foundation for general principles which can be used for the improvement of the budget planning in the Czech Republic.
The analysis of mandatory expenditures in the Czech Republic in the period od 1993-2013

The goal of the thesis is to analyze structure and development of the mandatory expenditures in the Czech Republic in the period 1993-2013. The theoretical part deals with theories of public expenditures and public revenues in order to explain the importance of the mandatory expenditures in the scheme of Czech public finance. The second section of the theoretical part describes the features and legal framework with regard to the methodology of the Ministry of finance of the Czech Republic. The practical part of the thesis adopts the framework built in the theoretical part of the thesis. The most important expenditures are expenditures arising from law, which represent over 90 % of mandatory expenditures. The social transfers came into scrutiny because of special importance within this group of expenditures. The fastest growing expenditures within non-social transfers were debt-service expenditures caused by irresponsible fiscal policy of the government within the period. The other mandatory expenditures are divided into expenditures arising from other legal regulations, which are negligible, and into expenditures arising from treaties, which are very hard to cut down. The quasi-mandatory expenditures, involing defence spending and wages of employees of the public sector, were analysed in order to build up definition of mandatory expenditures in the broad sense, meaning sum of mandatory and quasi-mandatory expenditures. The last section of practical part of the thesis is devoted to comparing the development of the mandatory expenditures and mandatory expenditures in the broad sense with the development of important macroeconomic indicators, as GDP and inflation and total expenditures and revenues of the government budget. Mandatory expenditures and also mandatory expenditures in broad sense has grown during the whole period, the ratio to public revenues and public expenditures has grown, resulting in decrease of the fiscal democracy of the government and increase of the government debt.
State contribution to building savings

This bachelor thesis examines how state supports the building savings in Czech Republic. Because of the fact, that state expenditures on this support are part of public expenditures, in the first part I focus on its characteristic and division. Then I continue more specific in description of mandatory expenditures. I describe its structure and analyse its development in years from 2000 to 2013. In the second part I deal with construction, development of state support on the basis of legislative changes which occured during this years of application this product on the Czech market. The last part of my thesis is dedicated to analysis of possible changes in building savings and its impact on state budget and on the whole system of this field.
Analyse of public finances and causes of growing public depts

This thesis deals with issues of the public debt of Czech Republic. The aim of this thesis is to find the causes that contribute to adverse developments affecting fiscal imbalances. The set target based on the fundamental hypothesis that the current state of public debt is not due only to economic deficit. The hypothesis is confirmed by the finding that public debt is mainly due to the accumulation of annual budget shortfall, which were formed even in times of economic growth. The theoretical part deals with structure, methodology and opportunities in funding fiscal imbalances. The practical section assesses the development of key entries of public finances in years 2000 to 2012, when Czech economy went through a period of expansion followed by a period of recession. Own contribution of this work lies in trend analysis examined quantities in relation to GDP and the subsequent assessment of urgency of their development. Conclusion of the practical part is dedicated to the key issues that emerged from previous analyzes and proposes possible measures to tackle them.
Development of mandatory spending in Czech Republic since joining the EU until 2014 with an emphasis on pension reform

This dissertation work analyzes the structure of mandatory spending in Czech Republic and explores their development since joining the European Union up to year 2014. The work deals with a public sector and with his changes in this period. The main part of the dissertation work analyzes the biggest part of mandatory spending- pension system and its reformation. It tries to clarify, wheather the third pillar of pension system is used for his purpose or for good opportunity to make savings with state support. In this dissertation work is included a part about second pillar of pension system. It analyzes frekvention of using by citizens of Czech Republic and why is it on determinated level. The dissertatoon work analyzes Czech pension funds which deal with both capital pillars. It also includes analyzes of reforms in first pillar - Pay as you go system. It examines oppinions of political parties on changes in pension system and describes their recomendations for future progression of pension system. In the last chapter is analyzed Slovak pension reform, because it was started before Czech reform and it allowes a comparation and edification about some faults.
Social Situation Sustainability at the Economic Crisis Time

The objective of my bachelor's work is the analysis of sustainability social situation of the population in the period of economic crisis. Therefore I will analyze the percentage of the population, that is threatened by the relative poverty, efficiency of social transfers and the related development of revenues and expenditures of the state budget in the monitored period. I will deal mainly with the development of mandatory expenditures in the state budget.
Analysis of mandatory spending focusing on pension reform

The thesis is focus on problems of increasing ratio of mandatory spending and total spending of state budget when I apply my mind to statutory mandatory spending which contains social transfers (especially benefits of pension insurance). I apply my mind to development of mandatory spending, retirement system and prepared retirement reform in individual parts of the thesis. Within retirement reform I am concerned with approved changes, basic parameters of retirement reform and I characterize newly established second pillar of retirement system. I focus on II. pillar in detail and I analyze how many people (especially employees) are going to probably join the II. pillar. When I practice the analysis I respect basic facts and conditons of joining the II. pillar and I take into account various recommendations of that. In closing I also calculate which impact the joining the II. pillar have on revenue part of state budget.
Cost effectiveness in the Czech judiciary

This thesis deals with the cost-effectiveness in the Czech judiciary. The theoretical part includes lessons learned from the literature with related to the topic. These information is also used in the practical part of this work. The theory deals with the management of court in the general scale, there is also described the history of the Czech judiciary, financial security functioning judiciary, management of regional and district courts and a possible solution to improve the situation in the Czech justice. The practical part is focused on a particular court in the Czech Republic. There is a relatively detailed Court described the financial situation in a particular year, compared with previous years and the total evaluation of the collected information.
